The wearable cyborgs that use brain waves to power up your muscles

Kristen Sorensen was 55 when she became paralyzed from the neck down last year.
"It came out of nowhere," says Sorensen. "I'd been fine and exercising every day, but it just started with tingling in my fingertips then progressed."
Diagnosed in October 2018 with Guillain Barre syndrome, a rare disorder that affects the body's nervous system, she never expected to walk again.
    But earlier that year, the Brooks Cybernic Treatment Center in Jacksonville, Florida, became the first US center to use a unique rehabilitative technology developed in Japan -- the Hybrid Assistive Limb (HAL).
    HAL -- essentially a wearable cyborg -- helps those with spinal cord injuries and muscular dystrophy regain their movements and strengthen their nerves and muscles. Known as exoskeletons, they're a type of lightweight suit, with joints powered by small electric motors, that serve as mechanical muscle.
    Here's what's truly mind-blowing: Patients use their brain waves to control them.
    When Sorensen heard about the brain wave-controlled exoskeleton, which was developed by Japanese roboticist Yoshiyuki Sankai, she knew she had to give it a try. She was determined to walk at her daughter's wedding a few months later in December.
    But it's not just those with disabilities or injuries who stand to benefit. By 2050, there will be more than 2 billion people over age 60, according to the World Health Organization (WHO), and exoskeletons could offer a solution to the world's aging population.
    In the future, as human bodies wear down with age, an exoskeleton -- powered by active minds -- could help people stay on their feet.
    With such huge potential applications available, the global medical exoskeleton market will be worth an estimated $2.8 billion by 2023, according to research company Markets and Markets.

    Users in the driving seat

    When Sorensen first tried HAL, she could barely move across flat surfaces.
    A trained physiotherapist at the Brooks Center helped her fit HAL over her waist and trousers, connecting her to sensors that help pick up faint bio-electric signals on the surface of the skin, which communicate a patient's intention to move. Once HAL receives these signals, it helps support the person's movements.

    But you can't just put on HAL and expect to be sprinting in seconds. Rehabilitation requires time, determination and the help of a physiotherapist and a body weight harness that ensures patients are supported and kept upright while they use HAL on a treadmill. During that training, physiotherapists keep a log of each patient's motions and the settings used -- from walk to jog mode. They can monitor the user's movements and adjust the settings accordingly, so their movements come more naturally.
    Sorensen says it initially felt like HAL was doing most of the work by helping induce her muscles to make small leg movements that mimic natural walking patterns, but then she found herself increasingly in the driving seat.
    "After the first couple times, your brain connects to HAL, and I could see I was moving my legs myself," she says. "It was just incredible -- my heart was just bursting."

    She overcame her paralysis by training with HAL.
    Usually it takes those with less severe mobility issues than Sorensen between two to 10 tries for patients to get used to HAL so that the sensors and the brain can start working together, according to Sankai. But after almost 40 training sessions, each lasting an hour-and-a-half, Sorensen was back on her feet, albeit with the support of a walker. She made it to her daughter's wedding.
    Currently, Sankai's exoskeletons are helping patients restore their muscle movements in Japan, the Philippines and in Germany and Poland.

    Tech for good

    The brain behind HAL is bespectacled billionaire roboticist Sankai. He heads up Japanese company Cyberdyne -- founded in 2004 -- where his vision has been to create these "wearable cyborgs" designed to "fuse man, machine and information."
    And while the name of Sankai's firm might recall the scary Cyberdyne Technologies that created villainous robots in US science-fiction blockbuster "Terminator," the Japanese roboticist wants to create tech not for war, but for peace and rehabilitation.
    Yoshiyuki Sankai wants to augment humanity with his exoskeleton devices.
    When Sankai was a 9-year-old in the 1960s, he discovered "I, Robot" by science fiction writer Isaac Asimov and became entranced by the positive applications of technology. He decided to pursue engineering at the University of Tsukuba in Japan. In 1998, Sankai made his first HAL prototype, which became the world's first, and spent the next decades refining the product into the sleek, lightweight version of today.
    Previously robotic-assistance tech centered on military use. But these days, HAL is part of a wave of research that focuses on using exoskeleton tech to treat ailments or provide support to wearers. For example, researchers at Harvard unveiled a soft exosuit in 2014 that enhances a patient's strength, much like HAL. And automobile makers like Ford are using exoskeletons on factory floors to reduce worker fatigue. HAL, too, has potential beyond the medical field, with everything from rescue and support and labor intensive factory work to entertainment and elderly care.
    "The average age of workers (in Japan) is very high, so these technologies can help them and gradually increase elderly people's physical functions so they can remain independent," says Sankai.
    But when new technologies are created there are few or no social and legal rules to regulate them.
    Sankai says these measures must be debated in advance so all parties involved in the manufacture and use of technologies such as exoskeletons maintain control over the development direction. Cyberdyne has two ethics committees; one dedicated to promoting research; the other on standing by the idea of peace when creating and developing new devices and technologies.
    Next up, Sankai and his team are collecting data on their treatment method to better improve their existing medical devices. Sankai's aim is to prepare medical devices that will maintain and increase human health for longer.
      For now, he is happy seeing everyone from seniors to the severely disabled regain independence. It's a thought that Sorensen shares.
      "When I used HAL, there were people who came from all over the country to use the equipment," she says. "I would like this kind of technology to be more readily available."

      Restricting some UN inspectors and breaking UN seals imposed by Iran has been accused by United Nations’ nuclear watchdog today.
      The International Atomic Energy Agency continues complaining about Iran’s reluctant behavior on providing information about its activities and plans in its quarterly report on Iran’s programme. Specifically, the report says that agency is unable to monitor nuclear work going on in Iran due to its continued reluctant and cold behavior and is a hot topic in several UN resolutions and international sanctions.
      However, IAEA observes that Iran has right to stop inspections on some level for example on the basis of nationality – but denied strongly on Iranian claim that “false and fake” report has been made by two inspectors earlier. The report in question was about separating uranium or plutonium from spent nuclear fuel and removal of sensitive laboratory equipment under IAEA surveillance. Further IAEA did not accept blame on impartiality and professionalism of concerned inspectors.

      Some of its seal on Iran’s stockpile of low enriched uranium (LEU) has been broken, indicated by UN agency. The purpose of seals are to obstruct and ensuring that Iran is purifying and converting LEU to weapon-grade purity secretly. Iran responded that the said seals had been broken by chance, but agency did not believe it and said it would verify it in next month’s stocktaking exercise if any nuclear material had been converted.
      An authority on agency’s Iran file claimed that seals are meant for containment and once seals are broken there is no containment.
      Although UN regularly demanded Iran to curb the enrichment of Uranium on the basis it can be used in making weapons and as well in power plants. On the contrary, Iran insists that its programmes are meant only for peaceful purposes and also claims that it has right to enrich Uranium for its programmes. Till now Iran has already amassed 2.8 tonnes of LEU, but is does not seems that it has also enriched it on the same rate. However, Iran is advancing to stockpile of Uranium enriched to a higher lever of purity, regardless of UN resolution, whereas Iran says that this Uranium is required in Tehran in a medical research reactor.
      We have to worry now whether the Iranians are weakening safeguards to the point that if they do “break out” [try to build a bomb insidiously]., if won’t be noticed for a longer period of time.”, said by one of the ex-nuclear inspector David Albright, who is now the head of the Institute for Science and International Security.

      CAPE CANAVERAL, Fla. | A pair of International Space Station astronauts during an urgent spacewalk Saturday had to hammer loose a stuck connector to restore a crucial cooling system — then an ammonia leak erupted and hampered the repair effort.
      Despite making one of the longest space walks ever, Douglas Wheelock and Tracy Caldwell Dyson had to give up trying to remove a broken ammonia pump and retreat inside.
      Managers said two more space walks now would be needed to replace the pump and get the space station’s cooling system operating normally again. The original plan called for two space walks.
      Another space walk won’t be attempted until Wednesday at the earliest. Engineers huddled following Saturday’s eight-hour, three-minute effort — the sixth-longest space walk ever — to consider their options.
      “We will get through this problem,” said Mike Suffredini, space station program manager. “The challenge is to get through this problem before the next problem hits the other cooling system.”
      The pump failure knocked out half of the space station’s cooling system last weekend, leaving the orbiting lab with only one good cooling loop. Another breakdown could leave the station in a precarious situation.
      From the start, NASA described the repair work as some of the most challenging ever attempted at the 220-mile-high complex.
      The latest trouble struck halfway through Saturday’s spacewalk. Wheelock and Caldwell Dyson could not get one of the four pressurized ammonia hoses to come off the disabled pump.
      “Wow. That thing is not budging,” Wheelock told Mission Control.
      A bit of ammonia coolant leaked out as the spacewalkers struggled with the connections.
      Wheelock said the escaping ammonia resembled tiny snowflakes.
      Lagging well behind by that point, the spacewalkers managed to remove three of the four hoses. Wheelock tried once more to disconnect the balky line, banging a jammed button with a special tool. It worked.
      Mission Control erupted in applause.
      “Awesome,” it radioed.
      But the exuberance was dampened by a stream of escaping ammonia.
      The astronauts managed to stop the leak when they plugged the troublesome connector back in. There was time for little else as the spacewalk neared the seven-hour mark.
      They headed back to the air lock, and inspected their suits and equipment for ammonia crystals.
      None was found, but the pair still had to go through drawn-out decontamination procedures.
      Any further repairs will need to be made by astronauts, not ground controllers, Suffredini said.
      Ultimately, the hose in question must come off if the failed pump is to be removed, but additional ammonia leakage is unacceptable.
      The pump is supposed to push ammonia coolant through a line on the right side of the complex and prevent equipment from overheating.
      The cooling pump broke after a power surge, and the station has used one pump — instead of the usual two pumps — to keep the station cool.
      To cope with the failure, the six-person crew had to turn off all unnecessary equipment and halt science experiments a week ago.
      The cooling line on the left side — unaffected by the trouble — has had to manage everything.
      Although space station managers knew an ammonia pump would fail one day, they did not expect it to happen so soon in the 12-year life of the complex. The pump that broke had been in operation since 2006.
      Wheelock could find nothing wrong with the pump — about the size of a bathtub — and he saw no signs it had been hit by micrometeorites or other debris.
      Suffredini later noted that the connectors were prone to trouble, and that the leak was not entirely surprising.
      Each pump is a boxy 5 1/2 feet by 4 feet by 3 feet and has a mass of 780 pounds. A new pump, an on-board spare, presumably will be installed on the second or third spacewalk.
      For now, the crew is in no danger and station operations continue with little disruption. But if the remaining pump fails, the crew would be forced to cut power to much of the station and rely on the Russian section, which runs on a different power and cooling system, to handle critical tasks.
      Saturday’s spacewalk was the first by Americans, without a shuttle present, since 2008.
      The crew includes three Americans and three Russians. Caldwell Dyson has been on board since April, and Wheelock since June.

      UN condemns South Korea ship sinking

      Security Council statement expresses ‘deep concern’ but doesn’t blame North Korea

      The UN Security Council on Friday condemned a deadly attack on a South Korean warship that killed 46 sailors and pointed a finger toward North Korea but didn't directly blame the reclusive communist nation.
      A statement approved by all 15 council members expressed “deep concern” over the findings of a South Korean-led international investigation that concluded that a North Korean torpedo sank the 1,200-ton Cheonan on March 26.
      The statement, read by the council president, calls for “appropriate and peaceful measures to be taken against those responsible.”
      But it doesn't identify who is responsible, and “takes note” of North Korea's response “that it had nothing to do with the incident.”
      North Korea has called for a new joint investigation by both Koreas “to verify objectively the truth of the incident.” It warned that its military forces will respond if the council questions or condemns the country over the sinking.
      South Korea had wanted the council to condemn the North. But China, the North's closest ally and a veto-wielding council member, opposed a third round of sanctions against North Korea or direct condemnation for the sinking.
      The council statement “underscores the importance” of preventing further attacks or hostilities against South Korea or in the region, and stresses “the importance of maintaining peace and stability on the Korean Peninsula and in Northeast Asia as a whole.”
      It calls for “full adherence” to the Korean Armistice Agreement that ended the 1950-53 Korean War and “encourages the settlement of outstanding issues on the Korean peninsula by peaceful means” and an early resumption of negotiations “with a view to avoiding conflicts and averting escalation.”
      South Korea sent a letter to the council on June 4 asking the U.N.’s most powerful body to respond to the sinking “in a manner appropriate to the gravity of North Korea's military provocation.”
      After more than a month of closed-door discussions, the United States announced Thursday that the five permanent council members — the U.S., Russia, China, Britain and France — as well as South Korea and Japan had reached agreement on the text.

      High levels of toxic heavy metals were found in sperm whales, which suggests pollution is reaching the farthest reaches of the oceans, U.S. scientists say.Sperm whales feeding even in the most remote reaches of Earth's oceans have built up high levels of heavy metals, according to U.S. scientists who warn the findings threaten human seafood.
      A report noted high levels of cadmium, aluminum, chromium, lead, silver, mercury and titanium in tissue samples taken by dart gun from nearly 1,000 whales over five years.
      From polar areas to equatorial waters, the whales ingested pollutants that may have been produced by humans thousands of miles away, the researchers said.
      "These contaminants, I think, are threatening the human food supply. They certainly are threatening the whales and the other animals that live in the ocean," said biologist Roger Payne, founder and president of Ocean Alliance, the research and conservation group that produced Thursday's report.
      The researchers found mercury as high as 16 parts per million in the whales. Fish high in mercury such as shark and swordfish — the types health experts warn children and pregnant women to avoid — typically have levels of about 1 part per million.
      The whales studied averaged 2.4 parts of mercury per million, but the report's authors said their internal organs probably had much higher levels than the skin samples did.
      "The entire ocean life is just loaded with a series of contaminants, most of which have been released by human beings," Payne said in an interview on the sidelines of the International Whaling Commission's annual meeting in Agadir, Morocco.
      Payne said sperm whales, which occupy the top of the ocean food chain, absorb the contaminants and can pass them on to the next generation when a female nurses her calf.
      Ultimately, he said, the contaminants could jeopardize seafood, a primary source of animal protein for 1 billion people.
      "You could make a fairly tight argument to say that it is the single greatest health threat that has ever faced the human species. I suspect this will shorten lives, if it turns out that this is what's going on," he said.

      Report raises key issues: whaling commissioner

      Payne called his group's $5 million project the most comprehensive report ever done on ocean pollutants.
      U.S. Whaling Commissioner Monica Medina informed the 88 member nations of the whaling commission of the report and urged the commission to conduct further research.
      The report "is right on target" for raising issues critical to humans as well as whales, Medina told The Associated Press. "We need to know much more about these problems."
      Payne, 75, is best known for his 1968 discovery and recordings of songs by humpback whales, and for finding that some whale species can communicate with each other over thousands of miles.
      The 93-foot Odyssey, a sail-and-motor ketch, set out in March 2000 from San Diego to document the oceans' health, collecting pencil-eraser-sized samples using a dart gun that barely made the whales flinch.

      'Jaw-dropping concentrations'

      After more than five years and 140, 000 kilometres, samples had been taken from 955 whales. The samples were sent for analysis to marine toxicologist John Wise at the University of Southern Maine. DNA was compared to ensure the animals were not tested more than once.
      Payne said the original objective of the voyage was to measure chemicals known as persistent organic pollutants, and the study of metals was an afterthought.
      The researchers were stunned with the results. "That's where the shocking, sort of jaw-dropping concentrations exist," Payne said.
      Though it was impossible to know where the whales had been, Payne said the contamination was embedded in the blubber of males formed in the frigid polar regions, indicating that the animals had ingested the metals far from where they were emitted.
      How that happened is unclear, but the contaminants likely were carried by wind or ocean currents, or were eaten by the sperm whales' prey.
      Sperm whales are toothed whales that eat all kinds of fish, even sharks. Dozens have been taken by whaling ships in the past decade.
      Most of the whales hunted by whaling countries — the major ones are Japan, Norway and Iceland — are minke whales, which are baleen whales that feed largely on tiny krill.

      U.S. to review Iran uranium swap proposal

      State Department spokesman says it is 'unclear' whether letter detailing the proposal 'offers anything new.'

      The United States will review Iran's proposal to ship enriched uranium to Turkey and plans to consult with France and Russia on the next steps, the U.S. State Department said Monday.
      Iran along with Brazil and Turkey submitted the letter to the Vienna-based UN nuclear watchdog, the International Atomic Energy Agency, earlier Monday outlining the deal intended to alleviate concerns about Iran's nuclear activities and stave off potential sanctions.


      "It's unclear if the letter truly offers anything new," State Department spokesman PJ Crowley said. "But we will study it closely, and we'll respond formally through the IAEA in the next few days."
      The United States and its allies have drawn up a sanctions resolution currently being considered by the UN Security Council to punish Iran for its nuclear program.
      The United States suspects Iran is using the program to develop weapons - charges Tehran rejects.
      Brazil and Turkey mediated the agreement, but the United States and other countries believe it does not go far enough to address the full range of Iran's activities, including plans to continue enriching uranium.
      "Our concerns about Iran go beyond just issues regarding the Tehran research reactor -- both the unwillingness of Iran to engage seriously with the international community, in
      particular with the P-5 plus one, in addition to the ongoing enrichment of nuclear material, to 20 percent, and Iran's continued defiance of several UN Security Council resolutions," Crowley said.
      The uranium swap was based on one worked out between the United States, France and Russia and offered to Iran in October, but Tehran's refusal to accept the terms in the months since prompted Washington to push for Security Council sanctions.

      NASA grapples with space station cooling problem

      (Reuters) - A problem with a cooling system aboard the International Space Station may prompt NASA to extend shuttle Discovery's mission for an unplanned fourth spacewalk, NASA officials said on Wednesday.

      During three previous outings, spacewalking astronauts Rich Mastracchio and Clay Anderson installed a new 1,700-pound ammonia cooling system and packed up an old unit for return to Earth and refurbishment.
      But when engineers tried to remotely activate the new device, they were stymied by a stuck valve which is preventing nitrogen from pressurizing the system. The station has two spare tanks of nitrogen, but they cannot be installed robotically.
      Managers on Wednesday were considering whether to keep Discovery in orbit an extra day and dispatch Mastracchio and Anderson for another spacewalk, or have two of the resident station crew members tackle the job after the shuttle's departure.
      "Folks are continuing to troubleshoot the problem," said station flight director Ron Spencer.
      The cooling system dissipates heat from the station's electronics. The station has a second cooling loop, but it is not enough to maintain proper temperatures for the entire, fully operational station.
      Without cooling, NASA would have to shut down half the station's electrical system. That might affect whether all six of the station's live-aboard crew could remain aboard.
      A decision on whether to extend Discovery's stay at the station is expected by Thursday. The shuttle and seven astronauts blasted off on April 5 for one of the U.S. space agency's final major cargo hauls to the station before the shuttle fleet is retired at the end of this year.
      The 13-day flight already was extended by a day so the crew could use the station's communications system to send images of a final heat shield inspection down to ground control teams for assessment. Equipment on the shuttle needed for this transmission is not working.
      The inspection is to check for any orbital debris damage to the heat shield before the shuttle flies through the atmosphere for landing. Heat shield inspections were implemented after the shuttle Columbia was destroyed on reentry in 2003.

      Nuclear powers urged to slash arsenals

      Prime Minister Kevin Rudd has released a report which calls on the United States and Russia to cut their nuclear arsenals by 90 per cent within 15 years.

      The report warns the risk of nuclear catastrophe is as significant as the threat of climate change and is the culmination of 18 months work by the International Commission on Nuclear Non-proliferation and Disarmament (ICNND)

      The report sets a goal of cutting the number of nuclear weapons around the globe from 23,000 to 2,000 by the year 2025.

      Commission chairman Gareth Evans say the plan rests on the cooperation of Russia and the United States.

      "That's critical because between them they have 95 per cent of the world's nuclear warheads," Mr Evans said.

      "It means the Russians coming down from 13,500, the Americans coming down from 9,000 to 500, and everybody else not increasing from where they are at the moment."

      The report also calls for talks on a nuclear-free zone in the Middle East and for a successful review next year of the Nuclear Non-proliferation Treaty.

      Mr Rudd launched the commission's report in Tokyo with the Japanese Prime Minister, Yukio Hatoyama.

      Anti-nuclear campaigners say they are disappointed the report does not aim for nuclear weapons to be completely eliminated within 15 years.

      Dimity Hawkins from the International Campaign to Abolish Nuclear Weapons says the report does not go far enough.

      "It would still leave about 20 times the number of nuclear weapons capable of causing massive climate change and trigger a catastrophic famine in the world," Mr Hawkins said.

      "If we give permission or are seen to be endorsing any nuclear weapon state to maintain an arsenal, then those questions will be raised by those other states who will ask 'well, why can't we have one as well?'"

      MORRIS TOWNSHIP -- Honeywell International reiterated its 2009 outlook, but the manufacturing conglomerate sees 2010 results below analyst estimates.

      In a statement, Honeywell Chairman and CEO Dave Cote said that the economy is improving, which is boosting orders for most of the company's businesses.

      For 2009, Honeywell predicts earnings of $2.84 per share on $31 billion in sales. On average, analysts polled by Thomson Reuters expect profit of $2.84 per share and revenue of $31.05 billion.

      However, Honeywell forecast 2010 earnings between $2.20 and $2.40 per share, below the $2.50 per share expected by analysts. Honeywell predicted sales between $31.3 billion and $32.2 billion, compared to the $31.59 billion forecast by analysts.

      Space shuttle Atlantis' astronauts scoured their ship Tuesday for any signs of launch damage while pursuing the International Space Station.
      The early word was that the shuttle appeared to be in good shape. "No issues so far," said LeRoy Cain, chairman of the mission management team.
      Atlantis and its crew of six will hook up with the space station Wednesday.
      The shuttle gradually was gaining on the station, and the two craft were on opposite sides of Earth at midday Tuesday, not quite 24 hours into the chase.
      "You've got 8,000 miles of rock between you and it," Mission Control informed shuttle commander Charles Hobaugh.
      "I'm seeing somebody out in front, must not be them," Hobaugh joked.
      "Can you get the license plate number for us?" Mission Control asked. "Looks like one of those personalized license plates," Hobaugh replied.

      Hobaugh and his crew spent much of their first full day in orbit inspecting the shuttle's thermal shielding. They used a 100-foot, laser-tipped boom to scan the wings and nose cap, routine work that took hours to complete.
      The survey did not reveal any obvious problems, at least at a first glance. A quick look at the images from Monday's launch also showed nothing to be worried about.
      Even more data will be collected right before Wednesday's docking. The space station residents will take a few hundred close digital photos as Atlantis pulls up and performs a somersault.
      Engineers will pore over all the information to ascertain whether Atlantis is intact and able to make a safe descent, when it comes time to return home at the end of next week.
      The space agency has been extra cautious since the Columbia disaster nearly seven years ago. The left wing was punctured by a big chunk of foam insulation that came off the fuel tank at liftoff, causing the shuttle to break apart during re-entry. All seven astronauts were killed.
      Officials believe three small foam pieces peeled away from Atlantis' tank Monday, but it happened too many minutes after liftoff to pose any danger.
      Atlantis is delivering big spare parts to the space station — nearly 15 tons' worth.
      It's an 11-day flight, which will keep the crew in orbit over Thanksgiving.

      Canadian space tourist Guy Laliberté says his 10-day stay at the International Space Station successfully drew attention to his work to guarantee access to clean water worldwide.
      The Cirque du Soleil founder used part of his trip to stage a two-hour, multi-city show from the station on Friday to help raise awareness of global drinking-water problems
      The time on the space station was an effective "marketing tool to put the One Drop Foundation on the map," Laliberté told reporters at Russia's cosmonaut training centre outside Moscow on Tuesday.
      The 50-year-old Quebec entrepreneur founded the One Drop Foundation in 2007 to fight poverty by providing access to safe water.
      "Mission accomplished," Laliberté said. "I still have to evaluate the impact internationally, but so far it looks like a great success."
      Laliberté reportedly paid $35 million US for the 12-day trip. He returned to Earth in a Soyuz space capsule on Sunday with Russian cosmonaut Gennady Padalka and NASA astronaut Michael Barratt, who had spent six months on the space station.
      Padalka jokingly told reporters that the crew aboard the space station enjoyed "complete freedom and democracy, except for anarchy" during Laliberté's stay there.
      Laliberté was the seventh private citizen to blast into space and the ninth Canadian in space. He is expected to be the last private paying tourist to visit the station for some time, as NASA mothballs its fleet of space shuttles and the U.S. space agency relies on Soyuz craft to get back and forth to the space station.
      The one-time stilt-walker and fire-eater said that he experienced only one scary moment during his return trip to Earth, as the Soyuz capsule re-entered the atmosphere and plunged toward the planet.
      Before returning to Earth, Laliberté had told reporters that watching the Earth from up above helped him appreciate the environment even more. He called the space trip a life-changing experience.
      "It's worth every penny and more, I believe, because over and above doing it for myself, there's a lot of other stuff that's going on," Laliberté said.

      WASHINGTON -- American officials said Thursday that Iran's latest proposal for talks with the West falls well short of satisfying international demands that it detail its nuclear program.
      With a U.S.-imposed September deadline for Iran looming, the officials said the Obama administration remains open to talks and held out hope that Iranian officials might signal a similar interest by the time world leaders meet later this month at the U.N. General Assembly.
      President Barack Obama warned the fundamentalist Iranian regime earlier this year that the U.S. wanted to see a positive response to its overtures by the end of September. If not, Obama said the U.S. was prepared to press for new sanctions against Iran.
      The American officials warned on Thursday that time was running out and dismissed Iran's response as disappointing.
      "It is not really responsive," State Department spokesman P.J. Crowley told reporters. "Iran reiterated its view that, as far as it is concerned, its nuclear file is closed. That is certainly not the case. There are many outstanding issues."
      Another official familiar with the proposal submitted by Iran Wednesday said it reworked previous Iranian suggestions for talks with six nations - the U.S., Britain, China, France, Germany and Russia.
      The official, who spoke on condition of anonymity to describe ongoing diplomatic discussions, said Iran's "Proposal for Comprehensive and Constructive Negotiations to Deal with International, Security and Economic Issues" did not address the U.S. offer for engagement.
      The proposal also did not respond to the six countries' offer of concessions in exchange for a suspension of Iranian uranium enrichment and reprocessing. The Iranians made no specific mention of concerns about its nuclear program, the official said. He said the Iranians would be tested to determine whether they are serious about engagement.
      Senior diplomats from the six countries trying to launch negotiations with Iran spoke by conference call on Wednesday about Iran's proposal and were to have a second round of talks on Friday.
      The U.S. officials said the administration would like to have a consensus by the time the foreign ministers of the six countries meet in New York on the sidelines of the U.N. General Assembly in the third week of September, when Obama is also slated to chair a meeting of the Security Council on nuclear non-proliferation.
      The officials said it was not clear when the group might decide how to proceed. Russia and China have in the past blocked attempts to impose additional sanctions on Iran. That means the United States and its European allies may have to go forward with their own penalties outside the U.N. system.
      Iranian state radio, reporting on the proposal on Wednesday, said that "Iran is ready to ... help ease joint international concerns over the nuclear issue," but it did not elaborate.
      It said Iran aims to reach a "comprehensive agreement based on collective goodwill to achieve long-term cooperation and strengthen regional and global peace and security based on justice." It added that the package looks at issues "beyond the nuclear file," including crises in Iraq, Afghanistan, Lebanon and the Palestinian territories.
      But Iran's President Mahmoud Ahmadinejad has said his country will neither halt uranium enrichment nor negotiate over its nuclear rights.
      In Vienna, the headquarters of the U.N. nuclear watchdog, Glyn Davies, the chief U.S. envoy to the International Atomic Energy Agency, said Thursday that Washington sincerely hoped Iran would engage "constructively" and "specifically" over its nuclear program.
      Davies said Wednesday that the United States assesses that Tehran is either very near or already in possession of sufficient low-enriched uranium to produce a nuclear weapon, if the decision were made to further enrich it to weapons-grade.
      Those comments were echoed on Thursday by a U.S. intelligence official who said the administration continues to believe that Iran is on the path to developing a nuclear weapon, but has not yet made the decision to do so. The administration thinks Iran could have the capability to produce a nuclear warhead sometime between 2010 and 2015.
      The intelligence official, who spoke on condition of anonymity to discuss U.S. assessments of Iranian capabilities, said American knowledge of the Iranian nuclear program is expanding and new assessments have been shared with administration officials.
      Experts said such comments appeared aimed at persuading Russia and China of the need to act.
      "Well, it's a way of ratcheting up pressure on Iran and at the same time building up a coalition against Iran," said Simon Henderson of the Washington Institute for Near East Policy. "The principle problem is the lack of political unity."
      David Albright, president and founder of the Institute for Science and International Security, agreed.
      "I think they want to show Iran has achieved a certain threshold," Albright said. "It's a way to argue with Russia and China that Iran is moving quickly."

      Discovery to Deliver Supplies to International Space Station

      CAPE CANAVERAL, Florida (Reuters) - NASA delayed a Wednesday morning liftoff of the space shuttle Discovery because of an apparent problem with a valve in its fuel tank.

      It was the second consecutive delay, after stormy weather postponed a launch attempt early on Tuesday. Discovery and its seven-member crew were preparing for a 13-day supply mission to the International Space Station.

      The valve problem surfaced as technicians began fueling up the shuttle for a launch set for 1:10 a.m. EDT (0510 GMT) from the Kennedy Space Center in Florida.

      "It appears we have a broken fill-and-drain valve," said NASA spokesman Allard Beutel. "It may not be broken, it may be an indicator that was not giving a proper reading."

      Managers did not immediately set a new launch date. NASA has until Sunday to get Discovery off the launch pad before the flight would likely be reset for October due to scheduling conflicts with other launches and tests at Cape Canaveral Air Force Station.

      In addition, the International Space Station is preparing for its first cargo ship from Japan and cannot receive the shuttle and the new Japanese vehicle simultaneously.

      Discovery is scheduled to deliver lab equipment, supplies and spare parts to the station.

      Including Discovery's flight, NASA plans seven more shuttle missions to the space station. The 16-nation, $100 billion project is nearing completion after more than a decade of construction 220 miles above Earth.

      The shuttles are being retired late next year or early 2011. NASA is working on a new type of spaceship called Orion that can travel beyond the station's orbit to the moon and other destinations.

      After the shuttle program ends, the station will depend on Russian, European and Japanese vehicles, though none has nearly the lift capacity of the shuttle, which can haul 50,000 pounds (23,000 kg).

      Discovery carries new science racks, a freezer, a sleep station, a second treadmill, food, clothing, supplies and spare parts for the station, including an 1,800-pound (800 kg) ammonia coolant tank that will be installed during two of the spacewalks.
